That the agenda be approved as presented.

That the minutes contained herein be approved.

That the regular meeting of Council be recessed to hold a public meeting to consider Draft Official Plan Amendment No. 11 (OPA 11).

Whereas Council has held a public meeting to consider the Draft Official Plan Amendment No. 11 (OPA 11); and Provided no public comments are provided during the public meeting; Therefore, the Draft Official Plan Amendment No. 11 (OPA 11) be finalized following the Statutory Public Meeting: and That a by-law to ratify the Amendment be presented at the July 16, 2025 Council meeting.

That Council of the Township of Georgian Bluffs adopt the Consent Agenda for information, as circulated, less items 9.1.2, and 9.4.

Item 9.1.2 - Rural Ontario Development Program - That the information herein be received for information.

Item 9.4 - Mayoral Decisions Re: Delegated Authority to CAO and Organizational Structure -That the information herein be received for information.

That the minutes of the Committee of the Whole meeting held on June 18, 2025 be adopted, including recommendations COW2025-030 to COW2025-032; and That all actions contained therein be approved.

That consideration of report CES2025-01 be

That Report 11.2.1. Principles Integrity - Periodic Report the information be received for information, as amended.

That staff be directed to reach out to Principals of Integrity and report back regarding billing detail and trends.

That report 11.2.2. CAO2025-024 - Organizational Structure be received for information.

That Report CAO2025-025 - Community Sport and Infrastructure Funding (CSRIF) be received for information.

Whereas Special Events By-law 47-2013 requires Council approval for events anticipating attendance of 1,000 or more individuals prior to the issuance of a special event permit; Now therefore be it resolved that the issuance of Special Events Permit 2-2025 for the 2025 Concours d’Elegance event be approved, subject to proof of appropriate insurance coverage. That the Township of Georgian Bluffs grant the request for fee waiver contained herein.

THAT Council receive Staff Report DEV-2025-052, Award of Contract for Shallow Lake Water Treatment Plant Ion Exchange Media Replacement; THAT Council authorizes Ontario Clean Water Agency to enter into an agreement with Continental Carbon Group Inc. for the removal and replacement of filter media at the Shallow Lake Water Treatment Plant in the amount of $69,580.00 (excluding HST+OCWA Administrative Fee) to be funded from reserves.

Whereas, Council has given consideration to the written comments submitted by the agencies in the decision on proposed Zoning By-law Amendment Application Z-01-25 for Thomas Moore, for property located at 122 Drive-In Crescent, Georgian Bluffs; and Whereas Council has considered oral submissions made at the Public Meeting; Therefore be it resolved that Council of the Township of Georgian Bluffs is satisfied that the proposed amendment is consistent with the Provincial Policy Statement 2020 and other governing regulations; and That By-law 2025-043 be read a first, second and third time, and finally passed, signed by the Mayor and Clerk, sealed with the Seal of the Corporation, and engrossed in the By-law Book.

Whereas, Council has given consideration to the written comments submitted by the agencies in the decision on proposed Zoning By-law Amendment Application Z-04-24 for Glenn Catto, for property located at 258572 Grey Road 17, Georgian Bluffs; and Whereas Council has considered oral submissions made at the Public Meeting; Therefore be it resolved that Council of the Township of Georgian Bluffs is satisfied that the proposed amendment is consistent with the Provincial Policy Statement 2020 and other governing regulations; and That By-law 2025-044 be read a first, second and third time, and finally passed, signed by the Mayor and Clerk, sealed with the Seal of the Corporation, and engrossed in the By-law Book.

Whereas, Council has given consideration to the written comments submitted by the agencies in the decision on proposed Zoning By-law Amendment Application Z-07-25 for Kirk Donaldson, for property located at 718177 Highway 6, Georgian Bluffs; and Whereas Council has considered oral submissions made at the Public Meeting; Therefore be it resolved that Council of the Township of Georgian Bluffs is satisfied that the proposed amendment is consistent with the Provincial Policy Statement 2020 and other governing regulations; and That By-law 2025-046 be read a first, second and third time, and finally passed, signed by the Mayor and Clerk, sealed with the Seal of the Corporation, and engrossed in the By-law Book.

That the Council of the Township of Georgian Bluffs move into closed session at 7:25 p.m. in the Sarawak Room with the Manager of Human Resources and Manager of Legislative Services/Clerk remaining in the room to discuss: 16.1 Minutes of Previous Meetings 16.1.1 June 11, 2025 16.2 labour relations or employee negotiations (open meeting exemption "d" of section 239(2) of the Municipal Act, 2001) - CAO Recruitment

That By-law No. 2025-047, being a by-law to confirm the proceedings of Council on July 2, 2025, be read a first, second and third time, finally passed, signed by the Mayor and Clerk, sealed with the Seal of the Corporation and engrossed in the By-law Book.
