Special Council Meeting

That a closed session discussion be added to the agenda to discuss matters under open meeting exemption “c” of section 239(2) of the Municipal Act, 2001 as included on the addendum to the agenda; and That the order of business be amended to consider Item 6 – Closed Session prior to Item 5.4 - CAO2023-02 - Property Purchase; and That the agenda be approved as amended.

That decision on item 5.1 be

That Council approve the annual transfers to/from reserve and reserve fund accounts as detailed herein, and That any 2022 surplus/deficit be transferred to/from the Working Capital reserve and not included as an allowance for the 2023 year.

That Council receive the 2023 Budget and Business Plan presentation (Appendix A) for information; and That Council approve report FIN2023-05 titled 2023 Budget and Business Plan Update; and That Council approve the Corporate Initiatives as reflected in Appendix B for inclusion in the final 2023 Business Plan Document; and That Council hereby direct staff to present the 2023 Sums Required By-law for approval; and That upon the County of Grey’s adoption of their 2023 Tax Policy staff are hereby directed to present the 2023 Tax Rates By-Law for approval.

That Council hereby approve the awarding of the following operating tenders: RFT 2023-01, Vacuum Street Sweeping, to A & G The Road Cleaners Ltd. at the tendered price of $21,300.00 (excluding HST) to be completed by May 19, 2023.

That Council hereby approve the awarding of RFT 2023-03, Supply and Application of a 35% Liquid Calcium Chloride Solution to be applied on all gravel roadways within the Township to Da-Lee Dust Control Ltd. at the tendered price of $109,344.00 (excluding HST) to be completed by June 30, 2023.

That Council hereby approve the awarding of RFT 2023-05, Roadside Ditching Tender, to Brandon Veysey Gradall Services at the tender price of $123,900.00 (excluding HST).

That Council hereby approve the awarding of RFT 2023-07, Concrete Repair as Required, to Royal Crown Construction at the tendered price of $61,630.82 (excluding HST).

That Council hereby approves the provisional awarding of RFT 2023- 02, Pulverization, Base Stabilization and Surface Treatment, to Harold Sutherland Construction Ltd. o/a Walker Construction Grey- Bruce at the tendered price of $699,952.05 (excluding HST) to be completed by August 11, 2023, subject to budget approval.

That Council of the Township of Georgian Bluffs move into closed session at 8:20 p.m. in the Council Chambers with the CAO, Clerk and Acting Director of Corporate Services/Treasurer remaining in the room to discuss: 6.1 a proposed or pending acquisition or disposition of land by the municipality or local board - Acquisition of lands described as KEPPEL CON 19 PT LOT40 RP 16R6460PT PART 1 (open meeting exemption 'c' of section 239(2) of the Municipal Act, 2001)

That a by-law be approved authorizing the execution of an Agreement of Purchase and Sale for acquisition of the property in the former Keppel Township legally described as PART LOT 40 CONCESSION 19 KEPPEL BEING PART 1 PLAN 16R6460 SAVE AND EXCEPT PART 1 PLAN 16R9069, PARTS 1 & 2 PLAN 16R9624 AND PART 1 PLAN 16R11357; TOWNSHIP OF GEORGIAN BLUFFS (PIN 37027-0309 LT); and That payment for the land transaction and associated costs be funded from the Working Capital reserve.

That By-law 2023-021, being a By-law to authorize the purchase of lands legally described as PART LOT 40 CONCESSION 19 KEPPEL BEING PART 1 PLAN 16R6460 SAVE AND EXCEPT PART 1 PLAN 16R9069, PARTS 1 & 2 PLAN 16R9624 AND PART 1 PLAN 16R11357; TOWNSHIP OF GEORGIAN BLUFFS (PIN 37027-0309 LT), be read a first, second and third time, and finally passed, signed by the Mayor and Clerk, sealed with the Seal of the Corporation, and engrossed in the By-law Book.

That By-law No. 2023-022, being a by-law to confirm the proceedings of Council at their special meeting on April 24, 2023, be read a first, second and third time, finally passed, signed by the Mayor and Clerk, sealed with the Seal of the Corporation and engrossed in the By-law Book.

That the meeting be adjourned at 8:38 p.m.
